Verification problem

I’m trying to help a friend in the US - she has had to leave her home quickly and has had her phone smashed by an abusive partner - she has been trying to reativate an old paypal account so her family can send her money - but she has no phone so can’t get her verification code. Can someone suggest a remedy to this

I suggested that, but she has no phone. Is living In her car with an iPad and a dog. Thanks though.
