When you have a change in card number, that number is permanently yours. So if you get a refund on a cancelled card number it is posted on the same account reflecting the latest card number issued. This ensures continuity of performance of the card account as well as the ability to secure the account by blocking compromised card numbers. The old number cannot have ew charges but it has the ability to process refunds.
Any approved charges before canceling are good. New charges after blocking (canceling card / no as commonly referred) are no longer honored.
