@samigreenberg87   WWe require a bank account or debit card to use to fund the account or to transfer money to. As you have a negative balance, you are trying to settle this by getting back to zero.    There are several ways to settle a negative balance. The first is topping up from your bank account or debit card. You can also have money transferred to your PayPal account. You could also do a purchase and PayPal will collect your settlement amount in one transaction. Hi @wawa5973   I don't quite understand what you mean about delete a payment when you receive a item purchased as this means that you don't want to do three purchase. Or do you want it removed from record? You as a buyer have protection based on criteria on your user agreement buyer protection. As a seller you also have the seller protection. So if you are a seller and you comply with the terms of the policy you are good. The premise is the buyer decided to make the purchase and we don't allow buyers remorse as a valid reason to cancel a transaction. The buyer even has a confirmation page that they have to confirm if they are sure of making the purchase.   Information on the account is permanently to provide useful reference should there be a problem with the transaction.    Could you clarify why?!     Stay Safe  ... Hi @Tdm2   When you have a change in card number, that number is permanently yours. So if you get a refund on a cancelled card number it is posted on the same account reflecting the latest card number issued. This ensures continuity of performance of the card account as well as the ability to secure the account by blocking compromised card numbers. The old number cannot have ew charges but it has the ability to process refunds.   Any approved charges before canceling are good.
