My Account can't be closed due to an Unknown Violation that I didn't do.

I want to close my account but it said that I have violated the rules or policy of Paypal but I haven't touch it for years now.
I never used it for illegal purposes. It still say Paypal will no longer give me any Paypal Services.
I have been banned for no reason?
I tried to contact Support through Email but nothing happens.

Sadly if its a permanent limitation then you can't close it, paypal limit it to stop you trying to open another paypal account against their rules using any information on the limited account.
Advice is voluntary.

Is there anyway I could ask for an appeal? Atleast they should give a warning first then punishment in the second or third.
