Quick question, I understand that pay pal is region specific however I'm in the military stationed in Germany with a German number and a APO address. Is there any way around creating a new account region specific to confirm my phone number. +49 is German code.

Unfortunately there is not a work around - US Accounts will only accept US formatted phone numbers, addresses and financial info.
