Hello,
Just got off the online chat with a rep. Was nice enough at first, but I did wait quite a long time, understandably so because of the pandemic. Anyway, long story short, we chatted fora long time and went around in circles pretty much repeating everything I've already done. At the end, I wasn't so nice because I ended it with saying what a waste of time the whole process was, then closed the chat. A few minutes later, I received an email saying F.U. and more choice words. Not too professional.
Anyway, I've already emailed them regarding this matter. Just waiting for someone to get back to me. I'm afraid my information is not compromised. With a person like that behind such important and confidential information, I'm afraid what this person might do further.
Any help in this matter is much appreciated. Thank you.

Curious, what was the nature of your account issue? Maybe someone else or a moderator can help.
Strangely enough the US PayPal doesn't have a "How can I make a formal complaint to PayPal?" doc in the Help page like the UK PayPal and other countries have.
To contact customer service though:
- Log on.
- Click HELP at the top menu.
- Scroll down and click CONTACT US.
- Scroll down to click MESSAGE US.

Sure. It was actually pretty simple. I just asked if they can help me link Samsung Pay with PayPal. I've already linked it online, but when I do it on my Note 8, it keeps asking to "Call Bank." When i click on it, it dials PayPal. No operators right now, so I opened up chat and asked. After 30 minutes of chatting and me sending screen shots, uninstalling, installing, resetting... things I already did prior to messaging, the rep goes... The problem is with Samsung Pay.lol
Anyway, if you can help, great! He/She sent another message again cursing me. I'm worried about my account and safety at this time. They have all my personal info.

Thanks. I've done all that, unfortunately. I was able to do all the steps on my own Note 8 (Setting up wifey's now) without a hitch. It didn't ask me to CALL the bank, but for some reason, it's giving me a hard time here. There's another thing I need to check. Maybe it has something to do with the software version of the Note 8. I'll see if it needs to be updated.

Okay, you were able to do the steps on your Note 8 using the Samsung Pay app to link to PayPal without a problem, then you've linked PayPal account to your Samsung Pay app then. You don't need to go to your PayPal account to link Samsung Pay app to it, if that's what you mean. So, I'm not sure what you mean then when you say, "it's giving you a hard time here". Or, what you did to where its giving you a hard time.
Once you add PayPal to your Samsung Pay app, the card icon will show up at Samsung App like you see here:

Ok, what did you mean by, " already linked it online"? How did you do that? Wanting to compare the difference of that and doing it on the Note 8.
Linking PayPal to Samsung Pay should be cut and dry, according to the help doc:

Uninstall and reinstall Samsung app. (May have to do the same with your PayPal app too, if you have them both installed but go into the PayPal app to see if Samsung pay is linked first, if so, unlink it as per the instructions in the above link.)
Then restart device and do the steps to link PayPal as per the help doc.
And just so you know, you can't link a PayPal Cash debit card to Samsung Pay, you have to use your PayPal email address when using Add PayPal option. But if you do have a PayPal debit card, try adding it as a card and funds will be deducted from your PayPal balance only.
