Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You can't use another countries paypal account and so those funds are useless to you.
You could try opening an account in your correct country and then 'sending' the funds but it rarely works.
Your best bet is to get the buyers or senders of the funds to open a dispute and see if they can get their money back and then send it to your new account opened in the correct country.
