Hello, all. Can anyone give me some more answers. I created my account today, and all of my information has been verified. The issue is that my account still will not let me pay. I’m a US citizen living in Russia, and all of my documents have been uploaded to ensure my identity. I’ve emailed PayPal three times, but they only seem to send the same copy and paste answer that does not actually help me. Any ideas ?

You have created a Russia PayPal account and since PayPal accounts are country specific, they comply with russian regulations. It's possible that your transaction is not permitted. You may want to try a local transaction to see if your account is working properly.
If you're still unable to make payments, then you select the best option for you on the 'contact' link at the bottom of the PayPal homepage. Be sure you see the Russian flag on the bottom right.
