Account verification problem

I have submitted the required documents for the purpose of KYC for international transactions. Paypal asked me to submit the PAN. I did as directed. Still they are suggesting me to submit PAN which i did in the first place. I have an international transaction due. PayPal does not seem to care much about the verifications of their customers it seems. If anybody can help me it will be awesome.
