Account still locked after paying negative balance.

My problem is that I've been trying to get access to my other PayPal account for months now. I had called PayPal support on October 17th to resolve the issue of a negative balance on my account. I sent the money and was told that it would take up to 24 hours for my issue to be resolved. I even have the email regarding a receipt for the money transferred to the account. It's been two months, and my accounts still locked. After constantly trying to get ahold of support to fix the issue, I'm losing hope. It's a bummer that I can't talk to a human worker for a couple of minutes. I hope this can help somehow.
