Account password changed by someone twice within a week

A few days ago I received an email from PayPal stating my password was changed. I went directly to PayPal’s website and verified I could no longer log in. I also have 2 factor on the account. Luckily I was able to reset the password to another very complex password and get in. I found no activity on the account other than an unconfirmed number. I removed the number. I also notified PayPal who was no help and told me I was phished which was completely untrue. Now a few days later it happened again with the new password which was unique. I reset it again logged in and again found another unconfirmed number. At this point I have removed all payment methods from my account. There is clearly a very serious issue here that someone could change my unique password twice even when 2FA was on with the Authenticator app. I work in Cybersecurity so I know how this stuff works. How can I get in touch with PayPals security team and bypass their crappy customer service. Surely they have logs that they can look at to see how 2FA was bypassed twice along with a complex password brute forced.
