Using PayPal for Donations (from US to International)

I'm looking to help an orphanage in Uganda with charity campaigns / donations. They are in Uganda so need to rely on someone in the U.S. to administer the PayPal account. My question is, can I link another "account" to mine for this purpose and is there a reduced fee to transfer accumulated donations from the U.S. to International (in this case, Uganda) for philanthropic purposes? Or should I start a completely new PayPal account for this? Lastly, I realize you need a form of payment to hold a PayPal account, but in the event I have a second "account", I would want to ensure my own personal account's financial info is accessible only by me.
