Unable to create app - "Confirm your email address to create an application".

I have integrated my website with PayPal, I've tested the app with Sandbox mode and it works fine. I now need to go live.

I'm on https://developer.paypal.com/developer/applications/ and there is an option to "Create App". This is non-clickable, and at the top there is a message that says "Confirm your email address to create an application. Check your email for a confirmation message or visit https://www.paypal.com to confirm. If you've already confirmed your account, try logging out and then logging in again.".

My email address is already confirmed, I called PayPal and they confirmed that it is confirmed and there are no limitations, and so they couldn't help. 

Any ideas?

I'm sorry to hear of the difficulties that you have been encountering when trying to complete an application to create an app through the website. We would advise that you try this on a different device and also delete your temporary internet files as this may help.
