Trying to change profile based shipping rates on my Paypal buttons

I'm trying to raise the price of my profile based shipping rates for my paypal buttons.  I can't find where to edit the profile based shipping.  I click on manage buttons, then profile, then my selling tools, then seller tools, but the change shipping is gone.  Only a "Create shipping preferences" option appears.   They are already created.  I've been using the flat rate per order based on country shipping for years.  Just need to raise a couple of them by a $1.  No luck.  Please Help.....

It's broken right now apparently as part of their "new look" oops...

You can find the link if you select "account settings" under your profile name in the top right corner.  On the first page at the bottom you'll find "shipping" below "products & services".  That'll bring up the shipping page with "shipping calculations" is at the top with "update" link on the right.  However when clicking that update link I get the awesome message:

"Sorry — your last action could not be completed"
