Paypal refund money to the customer after he issued a credit card chargeback

A customer paid $1600 to buy products from us and we have shipped and fulfilled his order via Fedex with proof of delivery. Then he raised a chargeback request to the credit card issuer saying he did not authorize the purchase. However I even had his email confirmation that he DID receive the products. I also made a call to him and he admitted in the phone that he indeed received the product.
Now Paypal just rule the case in favour of the buyer and left me with total loss. I need someone to file a serious complaint. Is there anything I can do?
