someone used my data to create a Paypal account

Hello,

I have a doubt that may someone used my wife's data (Name, Adresse, Telephone number, ...) but not her bank account to create a Paypal account

and he might leave its credit negative, that means she will be responsible as her name is listed as Paypal account holder. 

So what shall I do to avoid this?
