Why does PayPal issue refunds before goods are returned by customer ?

Why does PayPal issue a refund and tell the seller that the goods have been returned just because the customer has told them this is so. When in fact the goods have not been returned and never will be. So often it appears that some customers are making a habit of doing this.

Hi there @SCM1234,
Thanks for your post. I'm sorry about the trouble you've experienced with a case, that sounds frustrating. I would recommend getting in touch with our customer support team to review further options. Please select "Contact" at the bottom of any PayPal page. Support is also available through Facebook Private Message or Twitter Direct Message. Thanks!
Take care,
- Celeste S.
