Server Rental Company - Advice for disputes?

Hello,
I recently started a small server rental company and I have decided to use paypal for payments, however I have had nothing short of a nightmare dealing with chargebacks and disputes.
I have a lot of problems with hackers, abusers, and other malicious people renting servers from me and using them for hacking, malware, and other illegal activities. Because these activities are happening on my infrastructure, by law I must take down the servers. However, these people then go to paypal and say Item not received and get their money back, and PayPal charges me an extra 15$ on top of that.
Whenever I have one of these hackers, I often have to pay bandwith fees and datacenter fees so I lose that on top of paypal dispute fees. I send proof that the server logins were emailed to the customer, send the reports of illegal activity, but I always lose.
