Setting Up Discounts via Bank Partnership

Hi guys!

I have a question on behalf of the company I work for since we use Paypal as a payment gateway. We'd like to implement discounts, but only to a certain batch of credit cards under a specific bank? We were advised by the bank that this could be set-up by contacting Paypal's IT team based on interactions with their pervious partners, but can't seem to find any source for an e-mail or contact. Any advice on how to go on about this?
