Paypal Dispute

We were informed that a dispute was filed against us for unauthorized charges.  Our first dispute ever in 6+ years of business.  We had a customer purchase items from our online store and apparently used her grandmother's card to pay for the items. The grandmother then filed a dispute against us saying the charges were unauthorized, however, the customer picked up and received $70.00 worth of merchandise from us.  We were informed by PayPal that since we didn't have a tracking number on our invoice to show proof of delivery, we are not under any seller protection and now we are out of the money and the merchandise.  We do not ship items purchased because we are a small business serving local customers only and we have weekly pickup for our local customers so we can avoid high shipping costs.  We are paying hundreds of dollars in fees to PayPal monthly for seller protection, and now are realizing that we will never be protected because we will never have a tracking number to insert on our invoice.   My questions is...What can we do at this point to ever be protected for future situations?
