Non-profit organization receiving random $1-$5 donations from persons unknown to organization

We are a nonprofit that serves people with intellectual, developmental and physical disabilities. We've utilized PayPal to receive donations from donors online. Over the past few weeks, we have noticed that we are receiving $1 - $5 donations from persons who are unknown to the non-profit. Some of these transactions end up being disputed later and we always refund, which makes us think these may be fraudulent transactions. Is there any way to stop this from happening? How should we handle it when we receive these payments? I've read in the archives that a lot of the time, these are persons who have stolen credit card information and are using the donation form to test whether the credit card information works or not. We obviously want no part in helping criminals and are frustrated by what is happening. Any advice on what we can do would be helpful.
