G&S Fees

Hi, can someone clarify with me? I've got a buyer that bought some items from me for 65 USD. It was clearly stated that the payment of $65 includes the item, shipping, and tracking. G&S is optional for buyers as some customers are returning customers and opt not to do G&S with me. The buyer asked for a refund while the items were being processed after payment has been made. I told him no because the items are already processed and he requested G&S from PayPal saying he did not get his items and he wants a refund. However, he did not pay the G&S fee. Is this a reportable offence because I've read it somewhere before that it is.
