to delete an old account - moved out

Hello,
I opened a Paypal account when i was in Thailand. All the information are from that country. Now i'm living in another country with a new address, new phone number...
When i try to connect on, the system wants to send me a sms to my old number. Sadly, i've not that number for long time ago, so i can't connect.
1) I'd like delete this account to create a new one.
or
2) I'd like to be connected on this old account, then update my information.
To create a new account, i've to indicate my email address (i've only one). The system denies it because that email is already used with my old account.
I don't know what to do
