problem with account set up. Error: Sorry, we can't send a new code right now. Try again later.

My friend is trying to set up an account, but he is getting an error message when he enters his phone number: "Sorry, we can't send a new code right now. Try again later".  He does not have any accounts and his phone number has never been used to create paypal account. He is from Georgia (country code +995). Can that problem be from phone company? Do you have any suggestions?

Thank you for your post. I certainly understand this must be concerning. I recommend you please advise your friend to do these basic troubleshooting steps: 

1. Reboot the phone to refresh the network signal.

2. Clear phone inbox to ensure it is not full (for old phones with limited SMS capacity).

3. Check if there are any phone applications/settings that are filtering SMS.

4. Alternatively, you may ask them to swap the SIM to another phone to verify if the delivery issue is phone related.

5. If the issue still exist, they may need to contact their mobile phone carrier and ask them to turn on short-code text messaging as this could fix the issue.
