I changed the mobile number to a new number, and when I tried to authenticate the new number, the authentication code did not reach me, noting that the SMS plan works on my mobile phone and I receive authentication codes from several international sites.

You can reach out to our customer support team to know what can be done next or to get an understanding of the possible solution to the issue raised. Please reach out to the Support Team by clicking the Contact option at the bottom of PayPal page do reach us via phone and kindly select "Call us as Guest". By following this steps you will not require to login to PayPal account to contact our support team.
