Update address? The address IS correct! PayPal system error?

When I log in to PayPal, I get a message that says:
Update address for VISA ••••0494 to keep using this card.
When I try to verify or update the address, I see that it is absolutely correct. The system also gives me the notice:
You didn’t make any changes. Try again to update your address.
I verified with my bank that my mailing/billing address matches, exactly, what PayPal has on file for the card.
PayPal used to have email or secure messaging options, but not anymore. I am hard of hearing on the phone, and even I can hear the staff member, I can't understand them! So that's why I haven't bothered calling them.
Is this something other customers have encountered? Is PayPal just having glitches?

Does the billing address of the card exactly match your paypal account home address?
If so then............
