Need to close old account without logging in

I have an old account that I did not close as I could not access the phone number (my phone was stolen). How do I close that account so that I can use the email address of that account on a new account, without having the cellphone number to log in to it?

You could contact customer services and request assistance with logging on but once logged on you would need to add a mobile phone as paypal are now requiring you to add one for security reasons for when you log on or withdraw funds.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
