Moved and can't make new account

I previously lived in Korea but have now moved to Canada. Because I moved internationally I need to start a new account. The issue is that when I go to put in my address, it defaults to Korea, only gives me Korean provinces to choose from, and thinks the Canadian postal code is wrong. why is this happening, and how do I fix it? I cannot do anything with PayPal right now due to this issue.

I understand that you have moved to Canada and you are unable to create account. As you have moved internationally, you have to close the existing PayPal account and create a new PayPal account. Please refer to the article to close your existing account. You can also reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page for any additional help. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

i have money in my paypal that i want to move to my new account before closing the old one. is that not possible?
