I am unable to resolve the "Upload a photo ID" because there is no option to choose

So I need to solve something in my account which is upload a photo ID, but I can't because I can't select an option. I've attached an image, so you guys can understand what I mean, hope for some help, thanks.

You can upload your proof of ID using the following link: www.paypal.com/il/uploaddoc.

It will then be attached directly to your account and can be reviewed.
