How can i get approved by paypal? Raffle website

Hi everyone,

I'm looking for some advice, i run a website called borders competitions which is an online raffle site in the UK and would love to have paypal as a payment option, the only thing is ive heard they shut down certain accounts and was wondering how can i be approved to be able to use paypal without this happening? my website is fully legally compliant and i have a letter of proof from my solicitor, thank you
