Neither you can change your account name or username freely due to security purposes, you may reach out to PayPal’s customer support and notify them this request. I recommend contacting them through their Facebook page, with my experience they respond quicker ok Facebook than any other platform. Hope this helps.

Incorrect, it depends on which name they want to change as to whether they need to contact customer services or not.
