Can I make a Paypal account before my legal name change?

My legal name change will take a few weeks to process, can I start a Paypal account under this new name?

Since Paypal only asks your id for when you need to take out funds, can I make a Paypal account under this new name?

My bank account does not have my new name yet, but would it be a problem to link it to my Paypal that I make with my future name?

The name on your bank account has to match the name on your paypal account.
