when i try to change email account says account highly restricted , and i dont have any limitations too the paypal assistant said so.

If you need more clarification on this, please contact us. You can find our support details to reach us by going to the PayPal website, scrolling to the bottom of the page and selecting Contact, then clicking the Call us option.
