Whenever I try to do a payment through my paypal it asks me to confirm my identity through a phone number . where they will send a text or call but no matter how many times I put my number or any other number of my family it says this of number not supported so How can I confirm my Identity and when can I send payments without any hassle this is really annoying

Have you added and confirmed a mobile phone number registered in your name and issued in your country to your paypal account?
