if an email was send that my account has been restored and there is no limitation for my account does that means that my account is verified?

and how can i transfer money from my visa to paypal?

Not possible to transfer money from card to your PayPal account. Instead you can pick your card as the payment method  when paying with PayPal Checkout.

In Egypt, you cannot pay with your PayPal balance, any payments received into your PayPal account balance is automatically withdrawn every month by PayPal at no charge. Manual transfers to card costs $5 USD.
