hi,
I can see the same question has been asked by others and it is still unanswered.
I live in finland. went to paypal.com and created a business account. towards the end of the process I noticed that it asks me for "state" which we don't have in europe. can I switch the account to be based in finland, europe?

That was in the last line of my above post, remove everything from the account and close it.
Then you should be able to re-use the email addy.

No because paypal is country specific and you can't swap countries on a paypal account.
When you click to register a paypal account there is a drop down list of countries with U.S being the default top option as Paypal is a U.S company.
You then have to scroll down and click on your own country to open the correct Paypal account for that country.
You can't use another countries Paypal account as it would never work properly and would soon be limited.
If you have opened a U.S paypal account by mistake then you need to remove anything you have added and close it (if you can) and then open one for the correct country you are in.

sorry for extra bother.
I found under profile settings, "close account". pressing it produces a whole page sized error message, without proposal of what to try next.
here's my guess: the site seems to be really bothered about the missing "state" information (which I can't input) and in every turn the site gives me a huge pop-up: "We need more info about you and your business".
I am assuming this is causing the site not register such action as close account.
any suggestions?

Sadly thats the problem with opening another countries paypal account, sometimes you can't close it until you get it verified.
So your only option is to reach out to customer services, however as you would be contacting Europe c.s and its a U.S paypal account they may not be able to help you either.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
