Why does repeated enabling of stay connected on a trusted device occur?

Why does PayPal keep enabling stay connected to this trusted device when I don’t want this.
I’ve disabled this function several times, but it doesn’t seem to be acknowledged.

Welcome to the PayPal Community Forum, and thank you for making your first post! I'm sorry that you're encountering the frustration of One Touch being re-enabled. I hope to help!
Since you've already disabled it a few times, you already know the steps in this Help Center Article about how to activate or deactivate One Touch. I know you're looking to prevent it from reactivating. The option to activate One Touch is in most of your transactions. It sounds like it's remaining checked during a transaction, and thereby reactivating. Please review each transaction you conduct to ensure that there are no settings that you do not wish to have active, and uncheck any of those. This should ensure that One Touch and/or any other services are not re-enabled without you wanting them to be.
If that isn't the culprit, the only other item I can think of would be to fully clear the cookies and cache in your browser, If there's a cookie that's somehow causing the setting to re-engage, that should take care of it!

Paypal needs to allow people to permanently turn off auto-activation in their profile, and not rely on 'trusted devices' being recognised (or not recognised) by browser cookies. If you clean your browser cache/cookies/etc then paypal cannot recognise the device and then stupidly say "oh let us keep you logged in!".
Autologin and no decent and permanent (the operative word!!) way of disabling it is the most retarded idea I have ever encountered.. *sigh*
