Why does Paypal do the bad practice of enabling auto login by default, instead of by opt-in.

It's an extremely bad idea to automatically enable auto login for a service which can spend your money.  This is a very unwise, and unprofessional, practice by Paypal.  Plus it keeps doing it.  This should be opt-in, not opt-out.

I understand that you are concerned about to turn off the one touch service which you are referring to. I'm sorry for the inconvenience caused.

To turn this feature off, follow the steps below:

Click the Settings icon next to "Log out."
Click Security.
Click Edit next to "One Touch® for auto login at checkout."
Click Log out per device or Turn off One Touch on all devices.

Other alternative methods to turn off One Touch are:
Calling PayPal customer service.
Clearing cookies.
Changing your password automatically revokes consent.
PayPal can force ‘Show Login’ for suspicious activity/account or if a transaction bears higher risk.

I don't think you understand. The problem is that, without my permission or desire, you turn on something that will allow someone to send my money. Please talk to some responsible websites and they will explain to why this is such a bad idea.

Paypal do not turn it on, I have had my paypal account for 15 years and have never had it turned on.

You must have accidentally turned it on during log in at some point and it stayed logged on.
