Why can't i change country phone number

I create Paypal account in UAE using Dubai sim but now am in Nigeria but i can't link my bank account cause it only accepts international bank account which i don't have,and i have been trying to change my phone number but its not working

If you moved to Nigeria, you must open a Nigeria PayPal account.

Note that Nigeria accounts cannot receive payments. Buying online or send payment for goods and services only.
