Why can't Paypal Log-in identify or confirm it's me?

I was just confused that I can't log in to personal account with paypal for no reason at all feeding me back" sorry, we can't confirm your identity if it's you". It always appears whenever I log-in. In other words, my account is lockdown. There's no way I can contact paypal admin since my issue is no where to be resolved in the Help Center. I need to withdraw and check my receipts. May someone help and bring this issue to admin's attention?

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Also are you using a VPN?
