Unable to close account

Hi,

I'm just trying to set up an account to link along to my Twitch account.

Apparently I've had an account since 2013 but never used it anymore since.

I've tried to close this account in order to make a new one, but I was unable to do this...

Since it couldn't be closed I just changed the existing one from a personal to a business account trying to close that one, but I keep getting the pop-up: 

'Your account can’t be closed

Accounts that are being reviewed cannot be closed.'

I've searched in the help menus in order to find an answer to this, since in the action centre there are NO claims or anything I have to complete, no buttons or anything to confirm (not that I have to confirm anything because the action centre just says NOTHING)

Please can someone help me solve this issues in order to or CLOSE my account so I can open a new one with my personal information or just be able to properly setup my business account because now I just can't do anything with my account at all...

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
