Trying to chat with an agent

So I am trying to contact/message using PayPal's message us/text option and whenever I try to contact customer service agent after answering a few question it tells me it'll be a few hours for a response and then a pop up shows up if i want to leave a feedback and then it keeps on ending the conversation at the end automatically without even getting to speak with someone. Is there an issue with the site?

Yeah this is **bleep** ridiculous, I so tired of these **bleep**. Last year I had a security issue and I tried to tell them about it and it ended up **bleep** up my whole account and took me weeks to get it straight. Now I have a company that I told in writing to stop auto billing me a year ago, that just charged me. Go to paypal to turn off auto payments, then tried to cancel charge, they sent me to open a ticket page, so I did, now my goddammm account is restricted unless I download some **bleep** app of theirs or send in my photo, they can **bleep** my **bleep** I've tried for days in the past to talk to a human, I dont' think they have any, anymore

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
