1) Gwen, please stop pushing your Facebook and Twitter pages. It's unprofessional.
2) I can consistently reproduce this error on a specific machine that happens to have a very bad internet connection (happens with both Windows and Linux). The other machines in my house don't have this problem. My advice to customers is to try a different internet connection, or loan someone else's machine and then use PayPal in incognito mode. If you don't have another computer, try a different phone. Also try disabling your VPN if you're on one.
This issue is almost certainly not with PayPal, but with Google's reCAPTCHA. I say this because every system using Google's reCAPTCHA suffers this same issue on my machine. PayPal can easily solve this problem by switching to a different captcha system not hosted by Google.
