The mobile phone number registered in my account has been changed by someone, and when I choose I forgot the password, no options for restoring the password appear except via the mobile phone, and I do not need to choose to restore via e-mail.

You can find the number to reach us by going to https://www.paypal.com/home, scrolling to the bottom of the page, and selecting Contact, please choose "Password and account access" and then "Login Problems" the "Call Us" or Call us as a guest option may appear. Since the verification can be done only via phone support team, you need to contact our phone support team to resolve this issue.
