Received refund to old account, I moved country and can't log in with 2FA as phone number changed

Hello,

 

My issue is this. I had a paypal account associated with an email address when I lived in another country more than 10 years ago. When I moved to my current country of residence back then, it was nearly impossible to move or close the account. When needed, I now use a different paypal account associated with a different email. A purchase I made through a small online seller was refunded to my OLD account, I guess because they had my older email address and were able to see via Paypal that an account was associated with that address.

 

I tried to log in to this account and am hit with 2FA on a foreign phone number I haven't had in 11 years. Not sure what my next step is. I can't phone customer service in that country because it's a toll free phone number and just disconnects me because I'm calling from abroad. I assume I can't request that the seller somehow reverse that refund? Or should I just try to phone Paypal in my current home country?

Log out of all accounts.   

Go to https://www.paypal.com/smarthelp/contact-us      

Click “Call Us” option under the “Common Issues’ section.   

Click “call us as guest” link to get PayPal contact number for calling from abroad, if one is available..  

Ask for an agent until they connect you with one.

I mentioned that I can't reach the contact number in the other country because it is a toll free number. It hangs up on you automatically if you call from outside the country.
