Paypal isn't sending the code to phone number.

I'm trying to make a PayPal account for my mom but it doesn't send the code when I share her phone number. And now it only says "We can't send a new code right now," and I want an answer outside of the mobile provider blocking the text. If it's not the mobile phone provider, what else could it be?

Thank you for posting in Community. 

I understand that you are not getting codes while registering new PayPal account for your mother. I would suggest you to please try after 24-48 hours in a different browser after clearing cookies and caches from your system. There are sometimes technical glitches that block the attempt temporarily. If this still does not works, the option to send/receive text messages to/from a six digit number must be enabled as a service by the phone carrier. Please attempt to send a text message to the number 729725 (PAYPAL) with the letters BAL in the body of the message. If the text message is successful, you will receive the balance on your PayPal account. If the message is not able to be sent or you do not receive a response with the balance, this feature is not currently enabled on your device by your phone carrier. You would need to contact your phone provider to turn on this feature.
