Paypal Tax Info (No SSN or ITIN)

Hi, I recently sold my used golf clubs and received payment for them on Paypal. Soon after payment is received, I received an email from Paypal stating that I need to complete my tax information since I received payment more than $600. I was not aware of this and since I do not have either SSN or ITIN, I immediately canceled the transaction and refunded the payment to the buyer. However, I still receive e-mails from Paypal stating that I need to complete my tax information. Please advise if I have done the right thing and I also want to make sure that there will not be any issues later. Please let me know. Thanks in advance.
