OTP not working when not the primary device.

Has anyone encoutered an issue where OTP 2-step won't work if its not set to the primary device type?
I own a Yubikey and so I set that as the primary device type and then I set my OTP authenticator as my secondary.
When I have OTP as the primary it works fine but the second I set it as the secondary with my Yubikey as the primary device - OTP fails to accept the code.
I tested this in Chrome and Edge (admittedly they are both running off the same engine but I digress..)
I'm on Windows 11 Pro.
