My newly registered Yahoo email seems to be already linked to another PayPal account

Today I tried to change my old email on my paypal account to newly created email on Yahoo. But it didn't allow me to do it, because there are already exists paypal account linked with my new email. It seems Yahoo someday deactivated paypal's customer email and after some time allows it to be registered twice. I have no emails which concerns paypal on my mailbox and can do nothing to use it email as mine on paypal. I wonder if it can be resolved, because it is obvious that the owner of this Paypal account is gone and don't use it anymore. Here is some proofs. Thank you [removed] [removed] [removed]

I am sorry to hear what has happened. I know this must be concerning. It may be possible that someone has misspelled your email address and added to their account by mistake, or as you said your email provider may have recycled the email address.
