Sorry to know that you're not able to access your PayPal account. Please try clearing your cookies, history, cache, etc., from your browser or try using a different browser/device. If you are trying to log in through the app, please try uninstalling and reinstalling the app to see if this works. Also, please make sure you are logging from a secure location and avoid using any VPN’s or Proxy Servers. 

 

If the issue persists after trying this, please give a call/message PayPal Support team to help you with the access. Please click the contact us option at the bottom of PayPal page, from there, if you click "Password and account access"  and then "Login problems", you will see the number/message us at the bottom of the page during business hours.
